CHAPTER ONE 1.0 Introduction The research topic considered the applicability of the law governing adoption Practices of children in Uganda. One very important I find it necessary that the context, within which this analysis is made, be understood. In Uganda there are a number of children without parental care, families and homes The HIV I AIDs pandemic, civil wars and poverty among other factors have contributed to the population of number of orphans and destitute children in Uganda. The convention on the rights of the child [CRC] 1 provides that a child temporarily or permanently deprived of his or her family environment or in whose best interest cannot be allowed to remain in that environment, shall be entitled to 'special protection and assistance by the state thus, state parties have an obligation to provide alternative care for such children in accordance with their national law. Such care includes adopt placement, adoption and placement in suitable institutions. The inadequacy of the legal system needs to be addressed in the policy development process to ensure that appropriate legal reforms are instituted. Even where the law is adequate; the need to translate it into reality for the children is paramount.
